Another Lawmaker Wants to Change Issue 3

After several lawmakers suggested making changes to Issue 3, the constitutional amendment that would bring casino’s to Ohio’s four largest cities, a state representative has announced a plan to make wholesale changes to Issue 3.

Rep. Clyde Evans, R-Rio Grande, unveiled a new constitutional amendment that would tax casinos at a 60-percent rate instead of the 33 percent rate included in Issue 3… His plan also would “suspend” the four casino sites and open up casino operations to bidding, while also giving local residents more control on where casinos are located.

The amendment would need a 3/5 majority of the general assembly and then would be sent to the voters.

Many Ohioan’s evidently want casino’s. Unfortunately, they were fooled into voting for a constitutional amendment that had little benefit to the State of Ohio, but great benefit to the two casino operator’s that wrote the amendment.

This would rectify a bad constitutional amendment with a new one aimed at truly benefiting Ohio. I’m all for it.

    Now? Now, they want to make it better? I have an idea. How about making it better before we vote to modify our constitution?

    Now that I’m done ranting, You’re right that those ideas would be a big improvement. Particularly, the open competitive bidding idea. The 60% taxes idea seems like a smoke screen that isn’t likely to pass. Regardless, tying the amendment up in the state legislature fighting over changes can’t hurt.

    I’ve done a little ranting myself as well.

    Mostly at some of the groups that I support such as the unions, the Franklin County Democratic Party, and the three Democratic “casino” mayors that supported Issue 3.

    However, I am proud of the voters in Franklin County who saw fit to reject Issue 3 and of Mayor Coleman who was the only “casino” mayor to oppose Issue 3.

    I’m not sure this issue is settled. I think it may be a while before we see a shovel in the ground ready to build a casino.

    I’m not a fan of another ballot issue, the General Assembly had ample time to try to address this before, they knew given the previous Issue 3, then Issue 6 that the current Issue 3 was coming.

    I understand the frustration that Franklin county voters feel that voted no, but that’s the way the constitutional amendment was written and as I wrote on Glass City, if Franklin County is allowed to change it after the fact, there are many here in Toledo that wanted to see the casino built at a different location.

    Unfortunately those of us who did not want to see Issue 3 pass, lost. Just as many of us who didn’t support Issue 2 lost.
